The PNP Oplan BES is designed to establish a strong partnership and cooperation between the police, the academe particularly the students/youth sector, and the community.
With its program PNP OPLAN BES: Bisita Eskwela "I am Strong" (an acronym for Smart Talented Responsible Obedient Nice God-fearing), the government hopes to help young people become good and responsible citizens by educating them about the negative effects of youth smoking as well as the government’s campaigns against illegal drugs and criminal activity.

"The key to successful leadership today is influence, not authority." by Kenneth Blancard
Leadership is all about influencing others. If you are asking, how? In a way, a leader is capable of influencing his people through inspiration, using his own experiences as an example of triumph, finding solutions to reach a common goal, expressing quotations that brighten up their lives, and being motivated by passion, generated by a vision that is a long-term goal as far as the horizon a person can see, produced by a conviction in feeding their minds through rational inspiration, and ignited by a purpose, where people are inspired when they see the level of passion and commitment to a purpose.

Oplan BES is conducted for the Grade 11 and 12 students of Sorsogon College of Criminology Inc., led by PCAPT ESTRELLA RECTO, Asst. PCAD Officer, together with P/CDT GOMEZ and other uniformed personnel. They showcased a presentation about the prevention of drugs, alcohol, and narcotics among the youth, the leadership program, and the information drive for the incoming Philippine National Police Academy Cadetship Admission Test (PNPACAT) 2023.

During my presentation, I introduced to the students the online application for PNPACAT 2023 with its requirements, qualifications, disqualifications, and benefits. Moreover, I shared some of my experiences as inspiration for them to be highly motivated to become future #IskolarParaSaBayan and also words of encouragement about what I learned in the Enhanced Learning Program (ELP) created by our snappiest director, PMGEN ERIC ESCOSIO NOBLE, which contains numerous seminars, workshops, and lectures and is a great tool for us to become effective and efficient leaders of our country.
PNPACAT stands for the Philippine National Police Academy Cadet Admission Test. It is a standardized entrance exam administered by the Philippine National Police (PNP) to applicants who wish to join the Philippine National Police Academy (PNPA) as cadets. The PNPA is a government institution that provides a 4-year Bachelor of Science in Public Safety degree program to its cadets, who, upon graduation, will be appointed as officers of the Philippine National Police. The PNPACAT measures the applicants' aptitude in the areas of academic competence, reasoning ability, and communication skills, among others.

The "I am Strong" program encourages stakeholders to promote and support child values, wellness, and a healthy lifestyle to combat bad habits and behaviors. For a developing kid or student, health, safety, and a sense of responsibility are of the utmost importance. Parents also have to be aware of the issues at hand and remind their children to be attentive and abiding at all times.
P/CDT JOHN LLOYD S GOMEZ and P/CDT AILEEN E PANTILONE conducted OPLAN BES with two (2) PNCOs assigned at the PCAD section of SCPS. The cadets encouraged Grade 9 students of Rawis National High School to join and be part of the long maroon line and be future public safety officers soon, lighting up their candles and firing up their enthusiasm and perseverance towards a noble life.

For people who are enthusiastic about serving their country and are interested in a career in public safety, encouraging students to apply for the PNPACAT can be a great opportunity. The PNPACAT paves the way to a fulfilling career as a police officer or other public safety professional as it serves as an entrance exam to the prestigious Philippine National Police Academy. But it's also essential to recognize that becoming a police officer is a tough and sometimes risky career that requires mental toughness, physical fitness, and a strong commitment to helping the public. As a result, before applying, potential applicants must give careful thought to their goals, principles, and personal assets.
